African Ministers of Minerals and Mining sign resolution establishing the Africa Minerals Strategy Group (AMSG).

The African Ministers of Minerals and Mining from the founding Member nations have signed the resolution establishing the Africa Minerals Strategy Group (AMSG), an entity to facilitate international cooperation in the minerals and mining sector among member African nations. The Signing Ceremony took place on Monday, 5th February 2024 in Cape Town, South Africa on the sidelines of the 30th Edition of Mining Indaba.

The goal of the Africa Minerals Strategy Group (AMSG) is to promote exploration, extraction, production, local beneficiation (value addition) and commercialization to ensure a sustainable, transparent and secure supply of critical minerals, while protecting our environment and improving the quality of life of our population, to spur the socio-economic transformation and prosperity of Africa, and support the energy transition.

Africa Minerals Strategy Group Charter

The Africa Minerals Strategy Group (AMSG) was established on 9th January 2024 by African Ministers of Minerals and Mining from 16 countries who met on the sidelines of the Ministerial Roundtable of the third Future Minerals Forum in Riyadh, Saudi Arabia. The AMSG was born out of urgent need and strategic interest to ensure that Africa which is generously endowed with critical minerals which are essential for the energy transition and in combating the climate crisis plays a key role in the critical minerals agenda and in shaping the energy transition to benefit our countries and people. The AMSG will therefore actively engage interested nations and strategic partners to harness the potential of critical minerals for mutual benefit and to explore investment opportunities and contribute to the future economic development in the mining sector in Member African Countries.

The AMSG establishment resolution came into force following the signing by at least two-thirds of of the founding Member Nations. The 16 founding Member nations include Nigeria, Malawi, Uganda, Democratic Republic of Congo, South Sudan, Sierra Leone, Tanzania, Botswana, Burundi, Chad, Somalia, South Africa, Guinea-Bissau, Liberia, Zambia and Zimbabwe.

The AMSG resolution among other things approved the governance structures including the Ministerial Steering Committee, Technical Committee, Secretariat and Advisory Committee. It endorsed the Ministers representing the founding Member Nations to form the first AMSG Steering Committee and appoint a Technical Committee for an initial period of two years.

Mr. Moses Micheal Engadu from the Republic of Uganda was approved as the founding Secretary General and Head of the AMSG Secretariat for an initial period of two years. The AMSG Secretariat was mandated to manage the day to day operations, collaboration, communication, partnerships and projects between member nations and strategic partners and support the AMSG Steering Committee deliver on its duties. The AMSG Secretariat was also tasked to prepare a Cooperation Charter for Critical Minerals Development and Partnership with each strategic partner to protect the strategic interests of AMSG member nations. The AMSG Secretariat was mandated to prepare a Cooperation Charter and Partnership with the Kingdom of Saudi Arabia for the ratification of the member nations and to actively engage with the Kingdom of Saudi Arabia to explore investment opportunities to contribute to future economic development in the mining sector in Member African Nations.

Africa Critical Minerals Solidarity: Without Africa there won’t be energy transition.

The African Ministers of Minerals and Mining emphasised the importance of speaking with one voice on value addition in the mining sector and to unite and maximize the benefits from the continent’s vast mineral resources.

Three founding Member Nations of South Sudan, Sierra Leone and Somalia also signed the Africa Minerals Strategy Group establishment Charter and are due to issue their instruments of ratification. The other founding Member nations have initiated ratification processes according to their national constitutional ratification laws and processes.
