The engagement marked an important step in advancing practical Member State cooperation under AMSG, with the Republic of South Sudan selected as the pilot country for support under the initiative.

01. Strengthening Africa’s Mining Cadastre Systems

Mining Cadastre systems are central to transparent, accountable and efficient mineral governance. They provide the institutional foundation for mineral licensing, security of tenure, investor confidence, regulatory clarity and effective management of mineral rights.

Through this initiative, AMSG seeks to facilitate peer learning and institutional cooperation among Member States, enabling countries with established systems and technical expertise to support those developing or modernizing their own Mining Cadastre frameworks.

02. Nigeria Commits Technical Support

During the meeting, Engr. Obadiah Simon Nkom, Director-General of the Nigeria Mining Cadastre Office, affirmed Nigeria’s readiness to support AMSG Member States through technical cooperation, institutional experience sharing and practical resource support.

The cooperation will focus on strengthening digital systems, improving transparency, enhancing accountability and supporting more effective mineral rights administration across participating Member States.

03. South Sudan Selected as Pilot Country

The Republic of South Sudan was selected as the pilot country for the first phase of the AMSG Intra-African Technical Cooperation initiative on Mining Cadastre systems.

This pilot will provide a practical model for how AMSG Member States can exchange expertise, share institutional capacity and support one another in building stronger mineral governance systems.

04. Key Outcomes of the Meeting

  • Nigeria agreed to provide technical support to AMSG Member States developing or modernizing Mining Cadastre systems.
  • The Republic of South Sudan was selected as the pilot country for the initiative.
  • The cooperation will promote digitization, transparency and accountability in mineral rights administration.

05. Institutional Participation

The meeting was attended by H.E. Moses Micheal Engadu, Secretary-General of the Africa Minerals Strategy Group; Engr. Obadiah Simon Nkom, Director-General of the Nigeria Mining Cadastre Office and Principal Representative of the Federal Republic of Nigeria on the AMSG Technical and Resource Mobilization Committee; Ms. Fatima Maikore, Assistant Chief Geologist and Alternate Representative of the Federal Republic of Nigeria to the AMSG Technical and Resource Mobilization Committee; and Mr. Patrick Mulindwa, Chief of Staff of AMSG.

06. Strategic Significance

The launch of this cooperation demonstrates AMSG’s role as a practical platform for intra-African institutional support. Beyond high-level policy dialogue, the initiative shows how Member States can share technical capacity, strengthen mineral governance systems and accelerate reforms through African-led cooperation.

By advancing Mining Cadastre cooperation, AMSG is helping Member States build the systems required for transparent licensing, responsible investment, improved governance and long-term mineral sector development.
